A bottle of Choice Demerara Rum, produced in the Caribbean and bottled under the Carlisle and District State Management Scheme. This scheme ran from 1916 until 1973 and we estimate this bottle was produced in the 1960s to early 1970s.
The State Management Scheme was the nationalisation of the production, distribution and sale of alcohol in three districts of the UK between 1916 and 1973. The scheme was implemented in towns with armaments factories in order to reduce drunkenness and improve productivity during World War I. During this time, many pubs and breweries were closed down, those that remained were managed by the state and followed strict guidelines.
Initially, the scheme was planned to end after the war, but it was highly profitable for the government and continued for many decades. Pressure from breweries and a changing political landscape are cited as reasons for stopping the scheme.
