The label reads:

This understrength Scotch Whisky is blended in Glasgow, Scotland, by Littlemill Distillery Co. Ltd. From highest quality stocks originally selected for the export trade assuring a highly palatable and flavourful product.

As this spirit has been bottled below 40% ABV, it could not legally be labelled as whisky today.
